Adds definition of "certified homeless youth" as a person under 18 years old certified as homeless by a school district liaison, emergency shelter director, or runaway/homeless youth program director funded by the federal government.

Allows certified homeless youths and minors emancipated under section 46b-150b to access and obtain certified copies of their birth certificates without parental consent, effective October 1, 2011.

Grants emancipated minors the explicit right to access or obtain birth certificates as part of the legal effects of emancipation, effective October 1, 2011 and updated July 1, 2012.

Modifies section 7-51 to add certified homeless youths and emancipated minors to the list of eligible parties authorized to receive certified copies of birth and fetal death records less than 100 years old.
