Establishes a task force to study the organization of state government and its services to children and youth, including examination of agency responsibilities and impact of public policies.

Task force membership consists of 10 appointed members (2 each from House Speaker and Senate President pro tempore; 1 each from House and Senate majority and minority leaders; 2 from Governor), plus commissioners from Social Services, Children and Families, Education, Public Health, Mental Health and Addiction Services, and Developmental Services.

Task force appointments must be made within 30 days of the effective date, with first meeting scheduled within 60 days.

Administrative staff of the General Assembly's select committee on children shall support the task force.

Task force must submit findings and recommendations to the General Assembly's select committee on children by January 1, 2012, and terminates upon submission or that date, whichever is earlier.
