Repeals and amends Section 8-37yy establishing the State-Assisted Housing Sustainability Fund for preservation of eligible housing, replacing the State-Assisted Housing Sustainability Advisory Committee with the joint standing committee of the General Assembly having cognizance of housing matters for financial assistance standards.

Changes the Department of Economic and Community Development's authority to adopt regulations from mandatory ("shall") to discretionary ("may") for implementing provisions of the housing sustainability program.

Amends Section 8-114d to include "housing partnerships" alongside housing authorities, municipal developers, and nonprofit corporations as eligible entities to receive grants-in-aid for resident services coordinators in elderly housing projects.

Expands the Housing Trust Fund program to include revolving loans as a form of financial assistance, establishes authority for third-party contract administrators to manage revolving loan funds, and allows the commissioner to deposit local, state, or federal funds into the Housing Trust Fund for compatible purposes.

Modifies the state-wide electronic database requirements for disability-accessible housing to include information on waiting list opening dates and removes the requirement to use computer-assisted mass appraisal systems.
