Requires outpatient surgical facilities, outpatient dialysis units not located in hospitals, chronic and convalescent nursing homes, rest homes with nursing supervision, and managed residential communities offering assisted living services to maintain at least one automatic external defibrillator in a central location, effective October 1, 2011.

Authorizes the Commissioner of Public Health to adopt regulations necessary to implement the automatic external defibrillator requirements.

Revises school automatic external defibrillator requirements to ensure devices and trained personnel are accessible during normal school operational hours and during school-sponsored athletic practices and events on school grounds.

Requires schools to develop emergency action response plans by July 1, 2010 to address sudden cardiac arrest or life-threatening emergencies on school grounds and during athletic events.

Allows local and regional boards of education to decline compliance if federal, state, or private funding is unavailable and permits them to accept donations and grants for purchasing and maintaining defibrillators.
