Expands the definition of "the practice of acupuncture" to include assessment, treatment planning, various stimulation techniques (needle insertion, moxibustion, cupping, gua sha), and patient education on Oriental medicine principles, effective October 1, 2011.

Maintains licensing requirements for acupuncturists including 60 semester hours of postsecondary education, completion of a 1,350-hour acupuncture program (minimum 500 clinical hours), passing a department-prescribed examination, and clean needle technique certification.

Allows licensure by endorsement for applicants licensed in other states with equivalent or higher requirements and no disciplinary actions pending.

Exempts students in accredited acupuncture programs and faculty instructors from licensing requirements when performing work as part of their educational role or instruction.

Establishes that only licensed acupuncturists may use the title "acupuncturist" and prohibits unlicensed individuals from advertising acupuncture services, with renewal fees of $250 every two years.
