Requires all state agencies (departments, boards, councils, commissions, and other executive branch agencies) to recognize and enforce probate court orders, denials, and decrees applicable to their operations, effective October 1, 2011.

Grants state agencies the right to appeal probate court orders to Superior Court under the same procedures available to other parties, with appeals filed in Hartford for matters under sections 12-359, 12-367, or 12-395.

Establishes that state agencies aggrieved by a probate court order may appeal within 45 days for certain specified matters or 30 days for other probate matters.

Amends section 45a-186 to clarify that appeals of probate orders involving state agencies shall not be referred to special assignment probate judges and must be heard by Superior Court.
