Requires each nursing home facility to provide a minimum of one hour of annual training to all employees on residents' fear of retaliation, effective October 1, 2011.

Training must address residents' rights to file complaints and voice grievances, examples of employee retaliation, and methods to prevent retaliation and alleviate residents' fears.

Directs the State Ombudsman to create and periodically update a training manual providing guidance on structuring and implementing the fear of retaliation training for use by nursing home facilities.

Amends section 17b-403 of the general statutes to add the training manual requirement to the State Ombudsman's duties regarding long-term care facilities and residents' rights.
