Expands the definition of housing authorities subject to grievance procedure requirements to include those that own and operate housing under state programs or have received state financial assistance, as well as the Connecticut Housing Finance Authority when it is a successor owner of state-assisted housing.

Requires housing authorities to provide written leases, establish procedures for hearing tenant complaints and grievances, solicit tenant input on policy changes, and encourage tenant participation in housing authority operations.

Mandates that housing authorities operating both federal and state-assisted programs use the same grievance procedure for both programs.

Directs the Commissioner of Economic and Community Development to adopt uniform minimum standards regulations by December 1, 2011, with notice published in the Connecticut Law Journal by September 1, 2011, and to report to the legislature by February 1, 2012.

Effective date: July 1, 2011.
