Increases Class III renewable energy portfolio standards for electric distribution companies and suppliers, rising from 4% in 2010 to 15% by January 1, 2020, effective July 1, 2011.

Establishes annual incremental increases of 1% per year beginning January 1, 2011 through January 1, 2020 to meet the Class III renewable energy requirements.

Modifies the definition of "Class III source" to require combined heat and power systems to maintain operating efficiency of at least 50%, determined on a quarterly rolling annual basis rather than a fixed annual measurement.

Excludes electric power from customer-side distributed resources that fails to meet the Department of Environmental Protection's air and water quality standards from counting toward portfolio requirements.

Maintains inclusion of waste heat recovery systems installed after April 1, 2007 and electricity savings from conservation and load management programs begun after January 1, 2006 as eligible Class III sources.
