Defines "large capacity magazine" as any detachable ammunition feeding device accepting more than 10 rounds, with exceptions for permanently altered magazines, .22 caliber tube devices, and tubular magazines in lever-action firearms.

Makes possession of a large capacity magazine a class D felony, effective July 1, 2011.

Allows persons who lawfully possessed large capacity magazines before the effective date to avoid prosecution if they remove the magazine from the state or surrender it to a local police department or Department of Public Safety for destruction within 90 days.

Exempts law enforcement, military personnel, licensed manufacturers, dealers, and gunsmiths from the prohibition when possessing magazines for official duties, export, sale, transfer, or maintenance purposes.
