Establishes a task force to study creation of an Innovation Corps to attract and retain talented business and industry leaders in Connecticut

Task force shall examine establishing links between state companies and higher education institutions, creating international business competitions with prizes and investments, developing internship and fellowship programs, and using social media to promote community projects

Task force composition includes 10 legislative appointments (2 each from House Speaker and Senate President Pro Tempore, plus 1 each from majority and minority leaders), Commissioner of Higher Education, relevant committee chairpersons, and 2 gubernatorial appointees

All appointments must be made within 30 days of effective date, with first meeting scheduled within 60 days and administrative support provided by the joint standing committee on higher education and employment advancement

Task force shall submit findings and recommendations to the legislature by January 1, 2012, and shall terminate upon report submission or January 1, 2012, whichever is later
