Authorizes the Commissioner of Education to enter into state grant commitments for public school building projects totaling approximately $271.8 million in estimated grants across 24 eligible projects at various school districts and educational organizations.

Includes reauthorization requests for three previously authorized projects with substantial scope or cost changes: Cromwell Middle School ($622,212 requested grant), Cromwell Edna Stevens School ($507,607 requested grant), and Waterbury Career Academy ($53,576,883 requested grant).

Establishes a School Building Projects Advisory Council effective July 1, 2011, consisting of state officials and three gubernatorially-appointed representatives with expertise in school construction, architecture, and engineering.

Requires the advisory council to meet at least four times annually to discuss school building project issues and develop model blueprints, conduct studies and research, and recommend improvements to school building project processes to the State Board of Education.
