Establishes an Early Childhood Education Cabinet with expanded membership including representatives from state agencies, institutions of higher education, Head Start programs, parent/guardian representatives, and business/philanthropic community members effective July 1, 2011.

Creates a coordinated system of early care and education and child development effective July 1, 2013, consolidating programs serving children birth to eight years old including school readiness, Head Start, child care facilities, and birth-to-three programs.

Requires the coordinated system to develop unified reporting requirements, early learning standards, quality rating systems, professional development, and family-centered services while measuring outcomes in health, safety, development, and education.

Directs the Governor to appoint a planning director by July 15, 2011 to develop the coordinated system plan with quarterly reports to the Early Childhood Education Cabinet and semiannual reports to legislative committees through July 1, 2013.

Establishes local and regional early childhood councils to implement the coordinated system at community level and collaborate with school readiness councils to reduce redundancy and improve services for children and families.
