Requires at least one-half of charter school instructional and pupil services personnel to hold proper state certificates, with the remaining staff holding temporary certificates or proper certificates on the school's opening day.

Allows the Commissioner of Education to waive standard certification requirements for up to 30 percent of charter school staff who hold a charter school educator permit, effective July 1, 2011.

Creates a charter school educator permit for teachers and administrators employed by charter schools who pass state competency exams in reading, writing, and mathematics, subject area assessments, and demonstrate effectiveness.

Grants charter school educators with permits the same participation rights in the state teacher retirement system as traditionally certified school professionals when they obtain professional certification.

Includes charter school employees holding educator permits within collective bargaining units and administrators' units for purposes of labor agreements and collective bargaining.
