Amends Section 10-63c to require dissolution committees to prepare written reports within one year of appointment (changed from "within" to "not later than" one year)

Committee reports must include recommendations on dissolution/withdrawal, net asset valuations, asset apportionment to member towns based on average daily membership ratios, obligation settlement plans, implementation timelines, and referendum questions

Dissolution requires affirmative votes in each member town, except regional districts without high schools may dissolve with approval from any single member town

Creates special exception for regional districts with three or more towns having combined population of 6,000 or less that previously held at least two dissolution referenda: allows dissolution upon majority vote district-wide in a referendum held between the effective date and July 1, 2012
