Repeals and replaces Section 54-259a of the general statutes, effective October 1, 2011, to establish a Risk Assessment Board for evaluating sexual offenders.

Risk Assessment Board shall consist of state commissioners, chief attorneys, public defender, pardons board chair, court officials, and three Governor-appointed experts in sexual offender assessment and treatment.

Board shall develop a risk assessment scale assigning weights to offense seriousness, prior history, offender characteristics, community supports, and reoffending likelihood to classify offenders as high, medium, or low risk.

Prohibits certain offenders from residing within 1,000 feet of elementary/secondary schools, child day care facilities, senior centers, and elderly housing, or from entering senior centers and elderly housing facilities.

Board shall report to the judiciary committee by October 1, 2007, with findings on public Internet disclosure of offender information, civil commitment criteria for high-risk offenders, additional restrictions like curfews, and registration requirements for older convictions and out-of-state convictions.
