Imposes mandatory suspension of safe boating certificates and vessel operation rights for persons convicted of reckless operation of a vessel while under the influence in the first or second degree, effective July 1, 2011.

Reduces the time requirement for additional chemical tests from thirty minutes to ten minutes in boating under the influence prosecutions, and allows chemical analysis results from accident scenes, hospital transport, or hospitals to establish probable cause for arrest.

Authorizes peace officers to report elevated blood alcohol content findings to the commissioner for vessel operator license suspension of up to ninety days for first offenders or up to one year for repeat offenders, with hearing rights required.

Grants sworn law enforcement officers within the Department of Environmental Protection authority to administer oaths in affidavits, statements, complaints and reports effective October 1, 2011.

Suspends fines for first-time fishing license violations if the violator provides proof of purchasing the requisite license before fine imposition, and requires the Commissioner of Environmental Protection to designate one annual license-free sport fishing day.
