Repeals sections 22a-342 to 22a-350 (stream channel encroachment line regulations) effective immediately, removing the Department of Environmental Protection's authority to establish and enforce stream channel encroachment limits.

Modifies ionizing radiation registration requirements: changes registration from annual to biennial (every odd-numbered year) and increases registration fee from $200 to $400.

Establishes new enforcement procedures for ionizing radiation violations, allowing the commissioner to issue cease and desist orders and suspend or revoke registrations after a hearing, with appeals to Superior Court.

Implements California light-duty motor vehicle emission standards for model year 2008 and later, with regulations automatically incorporating any future changes to California standards without requiring additional rulemaking.

Creates new criminal penalties for violations of Chapter 446a (low emission vehicles): up to $25,000 per day fine or one year imprisonment for negligent violations, and up to $50,000 per day or three years imprisonment for knowing false statements.
