Expands Department of Public Works authority to lease or license state-owned land and buildings, adding licensing agreements as an alternative to traditional leases for commercial, cultural, educational, and recreational activities.

Allows licensing agreements for property access solely for studies, investigations, or work on state property without requiring municipal notification, whereas standard leases must provide two weeks' notice to local officials.

Permits prequalified bidders whose certification was revoked, denied, or not renewed during contract performance to continue work upon written determination by the awarding authority that continuation is in the state or municipality's best interest.

Restricts bid protest claims to "general bidders" whose financial interests are affected, replacing the broader category of "any party" that could previously file claims.

All provisions take effect October 1, 2011 and apply to sections 4b-38, 4b-91, and 4b-100 of Connecticut General Statutes.
