Establishes a task force to study how Connecticut distributes state funds to municipalities, including payments in lieu of taxes, Mashantucket Pequot and Mohegan Fund distributions, equalization aid grants, and public and nonpublic school transportation grants.

Task force will evaluate the equity, efficiency, and continued viability of these state fund distribution methods.

Task force consists of 8 members appointed by legislative leaders (Speaker, President Pro Tempore, and Majority and Minority Leaders of both chambers) plus the chairpersons and ranking members of the joint standing committee on appropriations.

All appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled no later than 60 days after enactment.

Task force must submit its findings and recommendations to the appropriations committee by January 1, 2012, and will terminate upon submission of the report or January 1, 2012, whichever is later.
