Directs the Legislative Program Review and Investigations Committee to study the "anti-spiking" limitation under section 5-162 of the general statutes that caps covered earnings at 130% of the average of the two previous years' earnings for state employee retirement calculations.

Requires the study to consider whether the 130% earnings cap should be changed to a different percentage and examine other factors relevant to the continued use of this limitation.

Mandates the committee submit a report with findings and recommendations to the General Assembly by February 1, 2012.
