Secretary of the Office of Policy and Management, in consultation with the Treasurer and Director of the Office of Fiscal Analysis, shall evaluate the Budget Reserve Fund and prepare recommendations on its structure.

Recommendations must address how the fund should be funded, the appropriate maximum funding level, and purposes for which fund money may be expended.

Secretary of the Office of Policy and Management shall submit recommendations to the joint standing committees on appropriations and finance, revenue and bonding on or before November 15, 2011.

Act takes effect immediately upon passage.
