SB 1127 Summary

• Allows nursing homes to admit applicants from closing facilities outside normal waiting list procedures, with transfers permitted up to 60 days after displacement and if applications were submitted at time of initial transfer.

• Establishes a training academy administrator position at the Police Officers Standards and Training Council to be appointed by the Commissioner of Emergency Services and Public Protection.

• Removes section 12-567 from statutory references related to the Connecticut Lottery Corporation, effectively repealing provisions concerning the Division of Special Revenue.

• Exempts electricity generated by customer-side distributed resources from the electric generation tax, in addition to existing exemptions for fuel cells, alternative energy systems, and resources recovery facilities.

• Modifies child support enforcement procedures to allow electronic service of income withholding orders on employers who agree to accept electronic transmission and changes terminology from "issue" to "enter" for court orders.

• Changes the agricultural property exemption application deadline from 30 days after assessment date to on or before November 1 annually.

• Adds the Commission on Fire Prevention and Control to boards whose chairperson and executive director are not appointed by the Governor.
