Three state departments (Economic and Community Development, Environmental Protection, and Public Health) must jointly submit a report by January 1, 2012 with recommendations for legislative changes to allow fine and penalty abatement.

Departments would be authorized to abate fines or penalties assessed after July 1, 2012 for first-time noncriminal regulatory violations by Connecticut businesses.

Abatement would be available only when the business takes full remedial measures within 30 days of the fine or penalty assessment.

Report recommendations must address how agencies can implement this abatement authority through legislative changes.
