Requires written application and Department of Public Utility Control approval before taking actions related to holding companies that control gas, electric, water, telephone, or community antenna television companies in Connecticut.

Expands regulated activities to include: becoming a holding company, acquiring control of a holding company, shareholders owning at least 10% of a holding company, merger agreements replacing more than 25% of board members, and merger agreements increasing board positions by 25% or more.

Requires applicants to pay the department's reasonable expenses and deposit a $50,000 surety bond to indemnify the department for costs incurred in reviewing applications.

Takes effect immediately upon passage and amends Connecticut General Statutes Section 16-47(c).
