Adds definitions to Connecticut general statutes for virtual net metering-related terms including "customer host," "beneficial account," "virtual net metering facility," and "virtual net metering credit"

Requires electric distribution companies to provide virtual net metering services allowing customer hosts to combine meter readings and share electricity credits with up to five beneficial accounts within the same service territory

A virtual net metering facility must be a Class I renewable energy source with nameplate capacity of two megawatts or less owned by the customer host

Electric distribution companies must credit customer hosts for excess electricity at the retail rate and carry forward unused credits to the next month; unused credits at year-end must be compensated at the retail rate for electric power generation

Requires the Department of Public Utility Control to develop administrative processes and program specifications for virtual net metering implementation by February 1, 2012
