Requires the Commissioner of Social Services to designate community action agencies and other community-based organizations as centers for supplemental nutrition assistance program services, effective July 1, 2011

Authorizes these designated centers to accept and screen program applications for eligible individuals

Authorizes these designated centers to conduct outreach to supplemental nutrition assistance program applicants and participants

Maintains existing provisions allowing the Department of Social Services to work with local governments, institutions of higher education, and other entities to enroll eligible individuals in the program and connect participants with education, employment and training activities
