Establishes a security deposit guarantee program administered by the Commissioner of Social Services for eligible persons with financial need, including those receiving public assistance or holding Section 8 vouchers, effective July 1, 2011.

Guarantees cover security deposits up to two months' rent, with applicants limited to one guarantee per 18-month period unless authorized by the commissioner.

Reserves at least 10 percent of quarterly security deposit guarantees for Housing Choice Voucher and rental assistance program participants making mobility moves from low-opportunity to significantly higher-opportunity areas.

Allows the commissioner to pay landlords for tenant-caused damages up to the deposit amount and to provide one-month security deposit grants in emergency circumstances affecting child welfare.

Makes security deposit payments non-deductible from temporary family assistance, state supplement, or general assistance benefits.
