Increases the UConn 2000 Phase III (FY 2005–2018) authorized borrowing cap from approximately $1.457 billion to $1.719 billion, raising the overall Phase III project total from $1.555 billion to $1.818 billion, primarily by increasing the Health Center project list from $512.4 million to $775.3 million

Raises funding for UConn Health Center "Main Building Renovation" from $50 million to $125 million and "New Construction and Renovation" from $207 million to $394.9 million, while adding authorization for a new ambulatory care center to be financed through private developer debt or equity

Replaces the prior requirement of $100 million in federal, private, or nonstate matching contributions with a requirement that the Health Center contribute not less than $69 million from operations, special eligible gifts, or other sources toward new construction and renovation

Reduces the state bond authorization for UConn health network initiatives from $30 million to $22 million by eliminating funding for two initiatives: the Institute for Clinical and Translational Science and the Connecticut Institute for Nursing Excellence

Extends the deadline for Connecticut Children's Medical Center and John Dempsey Hospital to notify the Secretary of the Office of Policy and Management regarding the NICU transfer agreement from December 31, 2010, to June 30, 2011
