Requires inmates filing for fee waivers in civil matters to submit an affidavit of indigency and a certified copy of their inmate trust account statement from the preceding six months.

Allows courts to investigate an inmate's financial status and require written authorizations to access financial records from public or private sources without payment of fees.

Permits courts to order indigent inmates to pay court fees and service costs through monthly deductions of 20 percent of the greater of their monthly income or average six-month account balance from their Department of Correction trust account.

Prohibits fee waivers or payment plans for inmates with three or more prior dismissals for frivolous, malicious, or failing complaints unless necessary to prevent imminent serious physical harm.

Allows courts to order payment over time for inmates determined liable for double or treble damages under section 52-568 of the general statutes.
