Allows school districts with declining enrollment for fiscal years 2012 and 2013 to reduce education budgets by multiplying student loss by $3,000 per student, with reductions capped at 0.5% of prior year budgets.

Permits districts without high schools that pay tuition for high school students to reduce budgets based on high school enrollment declines, multiplied by per-student tuition costs, capped at 0.5% of prior year budgets.

Prohibits budget reductions for districts in their third or more years of "in need of improvement" status or for districts with poverty rates exceeding 10% and "in need of improvement" identification.

Establishes a "charter school educator permit" allowing charter schools to employ teachers and administrators without standard state certification if they pass competency exams, subject area assessments, and demonstrate effectiveness.

Limits charter school educator permits to no more than 30% of total instructors and administrators; permit holders gain state teacher retirement system participation upon obtaining professional certification.
