Authorizes the Commissioner of Social Services to implement policies and procedures for the Patient Protection and Affordable Care Act (P.L. 111-148) and Health Care and Education Reconciliation Act (P.L. 111-152) before formal regulations are adopted.

Requires the commissioner to provide written notice to joint standing committees on human services and appropriations no later than 10 days before implementing such policies and procedures.

Requires the commissioner to publish notice of intention to adopt regulations in the Connecticut Law Journal no later than 20 days after implementation.

Notice to committees must include a summary of policies and procedures, reference to federal statutory authority, and estimated fiscal impact on the state or municipalities.

Policies and procedures implemented under this section remain valid until final regulations become effective.
