Public service companies and municipal waterworks systems must notify the municipality's public works department when cutting public highways, including details on temporary and permanent patches and the contractor name used.

Notice providers and contractors must certify that patches meet generally accepted repair standards and share responsibility for any additional repairs needed within one year of notice.

Secretary of the Office of Policy and Management must establish statewide standards for public highway cutting permits, including municipal application fees and bonding or insurance requirements.

Municipalities are responsible for issuing highway cutting permits and monitoring work performed under those permits in accordance with state standards.

All provisions take effect October 1, 2011.
