Restructures the Connecticut Resources Recovery Authority's board of directors from 11 members to 15 members effective July 1, 2011.

Establishes a new board composition consisting of 5 municipal officials appointed by the Governor, Senate President Pro Tempore, House Speaker, and both minority leaders; 3 representatives from municipalities with 30,000+ population elected by municipalities with authority contracts; and 7 representatives from municipalities with less than 30,000 population elected by municipalities with authority contracts.

Limits no more than 6 of the 10 elected directors from municipalities served by the authority's Mid-Connecticut Project and imposes an 8-year consecutive service limit on all directors.

Changes board leadership selection from gubernatorial appointment to election by the directors themselves, with the chairperson serving a 2-year term not to exceed 4 consecutive years.

Increases the quorum requirement from 6 to 8 directors, maintaining the requirement that at least 2 directors from municipal government must be present for a quorum.
