Establishes definitions for school-designated care aides, diabetes care plans, and related terms, with effective date of July 1, 2011.

Requires parents or guardians to supply a diabetes care plan from a health care provider to the school, which must be included in any individualized education plan or Section 504 plan and include instructions for glucose testing, insulin administration, and emergency procedures.

Authorizes school-designated care aides to perform diabetes care duties under a student's care plan, including administering insulin doses when unexpected food consumption requires it, after consulting with the parent, health care provider, or school nurse when practicable.

Requires the Department of Education and Department of Public Health to develop diabetes management guidelines by January 1, 2012, and mandates each school board implement a management plan and training program for care aides by July 1, 2012.

Amends section 10-212a to permit students with diabetes to self-administer insulin, check blood glucose levels, and possess necessary diabetes supplies and equipment in accordance with their diabetes care plan.
