Modifies child support enforcement procedures for children receiving Temporary Family Assistance (TFA) and Medicaid by allowing the Bureau of Child Support Enforcement to redirect payments to the state of Connecticut effective on the assistance grant date, with obligor and obligee notification rights.

Expands income withholding order provisions to allow electronic service on employers who agree to accept electronic transmission and permits Support Enforcement Services to issue and enforce withholding orders through multiple methods.

Removes the fifty-dollar fee charged by the Department of Public Health for birth certificate amendments related to paternity acknowledgments and court-ordered paternity establishment.

Allows the IV-D agency to disclose paternity registry information to cooperative agencies and establishes procedures for family support magistrates to approve or disapprove child support agreements filed in IV-D cases with mandatory scheduling of hearings if disapproved.

Enables the Department of Correction, State Treasurer, and Judicial Branch to receive IV-D case information to identify obligors who may benefit from educational or rehabilitation programming and to identify those owing overdue support.
