Requires public agencies to forward Freedom of Information Act requests from inmates to a designated judge trial referee for preliminary review before disclosure.

Judge trial referee must determine if the request has reasonable grounds; if yes, orders agency compliance; if no, orders denial of the request.

If compliance is ordered, the agency must notify the Commissioner of Correction or Commissioner of Mental Health and Addiction Services before releasing the record.

Allows the commissioner to withhold records that are exempt from disclosure under state law when delivered to the inmate's facility.

Prohibits inmates from accessing campaign contribution disclosure lists filed under state election law.
