Commissioner of Administrative Services shall conduct a disparity study within available appropriations in consultation with the Commission on Human Rights and Opportunities to evaluate the state's set-aside program under section 4a-60g.

Study shall examine evidence of past or continuing discrimination in state contracting execution, the number of qualified small contractors and businesses owned by minorities or individuals with disabilities, and unintentional barriers preventing participation in state contracting processes.

Commissioner must submit findings and legislative recommendations to the joint standing committee on government administration by January 1, 2012.
