Redefines "clinical laboratory" instead of "provider" as the primary entity subject to patient access requirements, effective October 1, 2011.

Requires providers to supply patients with complete information about diagnosis, treatment, and prognosis upon request, and notify patients of all test results in their possession.

Allows clinical laboratories to provide medical test results directly to other treating providers upon request of a patient or ordering provider for diagnosis, treatment, or prognosis purposes.

Permits providers to issue single authorizations for repeated medical testing at regular intervals to allow direct communication of results to patients without repeated authorization requests.

Establishes a 30-day patient petition process to superior court if a provider withholds information deemed detrimental to patient health, with in camera review by the court before disclosure is required.
