Creates the Connecticut Health Insurance Exchange as a public instrumentality to reduce uninsured individuals and assist small employers in obtaining health insurance, with the exchange to become self-sustaining by January 1, 2015.

Establishes a seven-member board of directors appointed by the Governor and legislative leaders, with specific expertise requirements in health insurance, benefits administration, or health care finance, and prohibits board members from being employed by insurers, health care providers, or related trade associations.

Requires the exchange to certify and offer qualified health plans meeting federal Affordable Care Act standards, provide toll-free assistance and an interactive website with plan comparisons, and determine eligibility for Medicaid, CHIP, and premium tax credits.

Establishes a navigator grant program awarding funds to community organizations, nonprofits, chambers of commerce, labor unions, and licensed insurance producers to conduct public education and facilitate enrollment in qualified health plans.

Designates the Connecticut Health Insurance Exchange as a quasi-public agency exempt from state and local taxes, subject to annual audits by the U.S. Department of Health and Human Services, and allows it to assess health carriers to fund operations.
