Grants the Chief Court Administrator authority to represent the state in leasing office, court, and parking facilities for the Judicial Branch when delegated such authority by the Commissioner of Public Works, subject to applicable real estate and contracting laws.

Allows the Chief Court Administrator to provide space for the Court Support Services Division as part of contracts for alternative incarceration programs or community placement programs under specified statutes.

Authorizes the State Properties Review Board to review real estate acquisitions and leases proposed by the Chief Court Administrator when such authority has been delegated by the Commissioner of Public Works.

Updates section 4b-30 to allow the Commissioner of Public Works to delegate lease negotiation authority to the Chief Court Administrator for Judicial Branch facilities while maintaining oversight.

All amendments become effective July 1, 2011.
