Requires peace officers to arrest persons suspected of family violence crimes (except those involving dating relationships) based on probable cause, with arrest decisions not dependent on victim consent or the parties' relationship.

Authorizes law enforcement to seize firearms and electronic defense weapons at family violence crime scenes and requires return within seven days unless the person is ineligible to possess them or a court orders otherwise.

Mandates the Police Officer Standards and Training Council to establish uniform protocols for investigating family violence incidents by January 1, 2012, and for treating victims with questionable immigration status by July 1, 2010.

Requires the Chief State's Attorney to establish quarterly training programs for prosecutors assigned to family violence cases, in addition to existing mandatory training requirements.

Directs the Chief Court Administrator to conduct quarterly training on family violence issues for judges and to allocate criminal penalties from family violence cases to victim assistance programs.
