Establishes a task force to study the frequency and circumstances of incarceration of child support obligors under Connecticut General Statutes sections 17b-745, 46b-171, 46b-215, and 46b-231.

Task force shall examine alternatives to incarceration including job training programs, employer tax credits for hiring referred obligors, and job referral programs implemented in other jurisdictions.

Task force shall develop recommendations by January 15, 2012, ensuring incarceration is more effective than alternatives, reasonably cost effective, based on willful refusal to pay or seek employment, and does not jeopardize the obligor's health.

Task force membership includes chairs and ranking members of the judiciary committee, Chief Court Administrator, Attorney General, Secretary of Office of Policy and Management, Commissioner of Correction, and Labor Commissioner.

Task force shall submit findings and recommendations to the judiciary committee by January 15, 2012, and terminates on that date or upon report submission, whichever is later.
