Requires the Commissioner of Children and Families to investigate persons who file three separate unsubstantiated child abuse or neglect reports to determine if the person is knowingly making false reports.

Mandates that if the Commissioner suspects a person is knowingly making false reports, the identity of that person shall be disclosed to law enforcement and to the alleged perpetrator of the alleged abuse or neglect.

Establishes a civil liability provision making persons who knowingly file false reports of child abuse or neglect liable in damages to persons identified in the report as responsible for the alleged abuse or neglect.

Maintains existing criminal penalties of a fine not exceeding $2,000 or imprisonment not exceeding one year (or both) for knowingly making false reports.

Takes effect October 1, 2011 and applies to sections 17a-103 and 17a-101e of Connecticut's general statutes.
