Amends section 52-557n of Connecticut General Statutes to modify municipal immunity protections for negligent acts or omissions requiring exercise of judgment or discretion by employees, officers, or agents.

Limits discretionary immunity to acts or omissions occurring at the planning or decision-making level, excluding immunity for negligent acts at the operational level.

Maintains existing municipal liability for negligent acts or omissions within the scope of employment, functions providing special corporate profit, and acts creating or participating in nuisances.

Preserves existing municipal immunity for criminal conduct, fraud, actual malice, and wilful misconduct by employees, officers, or agents.

Takes effect October 1, 2011.
