Establishes a Risk Assessment Board composed of state commissioners, judges, appointed experts, and victim advocates to develop a standardized risk assessment scale for sexual offenders effective July 1, 2011.

Requires the Risk Assessment Board to assess all registered sexual offenders and assign them a risk level (Level 1 for low risk, Level 2 for moderate risk, or Level 3 for high risk of reoffending) by July 1, 2012.

Makes registry information public only for offenders assigned Level 2 or Level 3 risk levels, restricting public access to information on low-risk (Level 1) offenders effective July 1, 2012.

Requires the Department of Public Safety to notify school superintendents when Level 2 or Level 3 offenders are released into their school districts and allows law enforcement to notify the public when necessary to protect community safety.

Protects victim identities and offenders' Internet communication identifiers from public disclosure while allowing law enforcement access for security purposes.
