Repeals and replaces Section 53a-70c to define aggravated sexual assault of a minor as a Class A felony when sexual assault occurs against a victim under 13 years old with specified aggravating circumstances including kidnapping, stalking, violence, serious injury, multiple victims, unknown perpetrator, or prior violent sexual assault conviction.

Changes sentencing for aggravated sexual assault of a minor from 25 years (first offense) or 50 years (subsequent offenses) to life imprisonment without the possibility of release.

Amends Section 53a-35a to establish that sentencing for the Class A felony of aggravated sexual assault of a minor shall be life imprisonment without the possibility of release.

Effective date of October 1, 2011 for all changes.
