Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st of the calendar year preceding the fiscal year in question, using United States Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly.

Excludes from general budget expenditures payments of principal and interest on bonds, notes, or other evidences of indebtedness, and expenditures pursuant to section 4-30a of the general statutes.

Requires passage by three-fifths of the members of each house of the General Assembly.

Implements the constitutional limitation on expenditures by the General Assembly.
