Raises quorum requirement from six to eight board members effective upon passage to accommodate the larger board size.

Requires all initial appointments of the two new board members to be made within 30 days of the bill's effective date.

Maintains existing conflict-of-interest restrictions prohibiting board members from being employed by or affiliated with insurers, brokers, health care providers, or related trade associations while serving on the board.
