Adjusts Connecticut General Fund net appropriations for FY 2012-2013 from approximately $18.95 billion to $19.25 billion, while restructuring Medicaid spending from a single $4.76 billion line item into over 30 detailed subcategories totaling $4.74 billion under a new "Department of Social Services - Medicaid" agency designation.

Reduces appropriations across most state agencies through cuts to personal services and other expenses, including reductions to the Department of Mental Health and Addiction Services (from $755.3 million to $706.6 million), Department of Children and Families (from $894.9 million to $834.4 million), and Department of Correction (from $645.3 million to $618.9 million).

Increases education spending, raising Education Equalization Grants by approximately $120 million (from $1.89 billion to $2.01 billion), adding $7 million for a Commissioner's Network, $4 million for Talent Development, and $3 million for the Sheff Settlement, while restructuring state charter school funding to flow through municipalities rather than directly to schools.

Adjusts the Special Transportation Fund net appropriations from approximately $1.28 billion to $1.29 billion, while cutting Department of Transportation personal services by $14.1 million and reducing rail operations by $7.5 million, offset partly by a $5 million increase in pay-as-you-go transportation projects and a new $1.9 million Transit Improvement Program.

Establishes new appropriations for the Outdoor Fund ($12.6 million) and Military Fund ($569,742), creates a process for the Governor to recommend transfers from nonappropriated accounts to address General Fund deficits before reducing allotments, caps bus/rail/paratransit fare increases at 1.25% for calendar year 2013, and requires the Office of Policy and Management to transmit budget data in electronic spreadsheet format to the General Assembly.
